Who has responsibility when CE marking a machine?

A machine built prior to 1995 is to be refurbished by a third-party company. It is not a significant change, but the machine is to be CE certified. Is the third-party company then responsible for certification?

If there is no significant change, then CE certification is not necessary. However, the machine must at least satisfy the requirements of Annex I of the industrial safety regulations.
The third-party company will never become the manufacturer, but you do have the opportunity to commission the third-party company as authorised representative to carry out the conformity assessment procedure in accordance with the Machinery Directive.
