What is the essential difference between the control system PSSuniversal PLC and PSSuniversal multi in the automation system PSS 4000?

The control system PSSuniversal multi is a trimmed-down version of the control system PSSuniversal PLC. PSSuniversal multi does not offer the following features, whereas the PSSuniversal PLC does:

Only programming/configuration via the editor PASmulti is possible, no programming in accordance with EN/IEC 61131-3
No non-volatile variables
No standard resource
Maximum of 5 SafetyNET p subscribers can be connected
No Profinet
No Ethernet/IP
