An existing machine that is already CE certified is to be expanded/assembled with new, partly completed machinery (handling device to be attached to a lathe). Must the new, combined machine undergo new CE certification?

In the case described, the answer would be yes. CE certification is required when building an assembly of machines. As a result, a new EC declaration of conformity must be produced for the machine arrangement described above.
The primary thing to consider in the assessment is whether the machine (in this case the lathe) was first made available prior to 1995 or after that date. If it was made available prior to 1995, the machine must meet the specifications of the industrial safety regulations as a minimum. After 1995, CE certification must be carried out at the time it is first made available.
